Background:

The County Road Administration Board (CRAB) is composed of six county legislative authority members and three county engineer members.

Three of these members are from counties with a population of 125,000 or more. Four are from counties with a population from 20,000 to less than 125,000, and two are from counties with a population of less than 20,000. No more than one member can be from any one county.

Summary of Bill:

Three members of the CRAB shall be from counties with a population of 150,000 or more. Four members shall be from counties with a population from 30,000 to less than 150,000, and two members shall be from counties with a population of less than 30,000.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.

Staff Summary of Public Testimony:

(In support) When the Legislature established the CRAB, the Legislature included population thresholds in the member qualifications to ensure member representation from large, medium, and small counties. As populations have generally increased, there is a need to modify these thresholds. The bill ensures county representation on the board as originally intended. The population thresholds were last adjusted in 2005.
