Background: Learning Assistance Program Reporting Requirement. The Learning Assistance Program (LAP) provides supplemental instruction and services to assist students in grades K-12 who are not meeting academic standards, and to reduce disruptive behaviors in the classroom. School districts are required to record into the statewide individual data system, annual entrance and exit performance data for each student participating in LAP. By August 1st of each year, school districts must report specific LAP data to OSPI, including the amount of academic growth gained by students participating in LAP; the number of students who gained at least one year of academic growth; and specific practices, activities, and programs used by each school building that received LAP funding. OSPI must compile school district data and report gains for specific practices, activities, and programs that are the most effective, disaggregated by student subgroups.
Community Eligibility Provision Reporting Requirement. The Community Eligibility Provision (CEP), part of the federal Healthy, Hunger-Free Kids Act is a non-pricing meal service option for schools with a high number of low-income students. A school, group of schools, or school district is eligible for CEP if at least 40 percent of its students are identified as eligible for free meals, based on their participation in other means-tested programs, such as the Supplemental Nutrition Assistance Program and Temporary Assistance for Needy Families. OSPI must annually report the number of schools that have implemented CEP and submit it to the Legislature by September 1st each year.
School District Budget Submission Requirement. All school districts must annually prepare their budget for the ensuing fiscal year, including a summary of the four-year budget plan. School districts must submit one copy of their budget and the four-year budget plan summary to their educational service districts and OSPI by July 10th. Copies of all local school district budgets must be filed with OSPI no later than September 10th.
Summary of Bill: Learning Assistance Program Reporting Requirement. School districts must report specific LAP data to OSPI by September 30th each year, rather than August 1st. If required by OSPI, school districts must also report data demonstrating the efficacy of LAP expenditures to show student academic growth. OSPI must compile the LAP data and report gains for specific practices, activities, and programs used by school districts and schools. The data and report must be submitted to the Legislature by January 1, 2020, and each January 1st thereafter.
Community Eligibility Provision Reporting Requirement. OSPI must annually report the number of schools that have implemented CEP, to the Legislature by December 1st each year, rather than September 1st.

Staff Summary of Public Testimony: PRO: Essentially this bill cleans up dates so it aligns with school district calendars, for OSPI, the federal government, and school districts. It does not change anything substantive, just changes dates for ease of implementation.
