Background: Current state law declares October as disability history month. Public schools must conduct or promote educational activities that provide instruction, awareness, and understanding of disability history and people with disabilities.
State law also identifies specific days within various months that recognize certain concepts, events, and people.
Summary of First Substitute Bill: September is declared to be the month of the kindergartner. Each September, elementary schools are encouraged to determine a method to celebrate new kindergartners as they begin their life in K-12 education.

Staff Summary of Public Testimony on Original Bill: The committee recommended a different version of the bill than what was heard. PRO: Kindergarten is the start of students K-12 education. Declaring September as the month of the kindergartner will help students get off to a positive start. Schools can choose how to celebrate, such as putting up banners and giving students t-shirts. This bill is part of a class project.
