Background: Generally, city utilities may, by resolution and public hearing, lease, sell or convey any land, property, or equipment found by separate resolution to be surplus to the city utility's needs. The city utility must specify the fair market value or rent to be paid for the disposition of such property.
Summary of Bill: Any property or equipment valued at $50,000 or less and found to be surplus to a city utility's needs may be leased, sold, or otherwise conveyed without resolution and public hearing.
Appropriation: None.
Fiscal Note: Not requested.

Effective Date: Ninety days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony: PRO: This bill allows city utilities to implement best practices. We have a robust process to ensure that any property or equipment we want to sell is actually surplus and is safe to convey.
