Gives the state health care authority, the department of social and health services, and the employment security department distinct responsibilities in the implementation and administration of the program.

Requires the joint legislative audit and review committee to: (1) Report on the performance of the commission in providing oversight to the program; and

(2) Make recommendations to the legislature on improving the functioning, efficiency, and membership, as well as whether the commission should continue to exist or expire.
