Requires the department of ecology to: (1) Adopt a rule establishing the process by which lead agencies evaluate environmental impacts of greenhouse gas emissions when conducting environmental review of project and nonproject actions under the state environmental policy act; and

(2) Before adopting the rules, engage in government-to-government consultation with Indian tribes.
