Exempts certain aircraft from aircraft excise taxes, which are aircraft: (1) Owned by a nonprofit organization exempt from federal income taxation under Title 26 U.S.C. Sec. 501(c)(3) of the federal internal revenue code; and

(2) Exclusively used to provide emergency medical transportation services.
