Requires the secretary of state to develop uniform standards on the collection of election information that is reported by county auditors. This includes information on ballot rejections, voter registrations, number of ballots cast, and an estimate of voter participation.

Requires the secretary of state to develop an administrative complaint procedure for persons experiencing problems with the administration of any election.

Requires county auditors to report ballot rejection rates and reasons for ballot rejections to the secretary of state.
