Provides that the legislative intent is to preserve and protect both the orcas and the salmon of the Pacific Northwest by encouraging cooperating with Indian tribes, the scientific community, and other entities to address the threat of pinnipeds to salmon.

Requires the department of fish and wildlife to file for a permit under the federal marine mammal protection act for the maximum lethal take of sea lions to enhance salmon recovery.
