Prohibits the department of children, youth, and families from modifying professional development requirements for child day care centers until: The state subsidy rates for working connections child care are funded at the one hundredth percentile of the market rate; the educational equivalencies for professional development requirements have been established by the department; and the department has developed a method to fund the new professional development requirements.
