Requires the secretary of state to offer trainings and certification programs to elections professionals throughout the year.

Permits elections professionals to participate in training and certificate programs and testing administered or sponsored by the secretary of state.

Establishes certification requirements for election administrators and elections professionals, including: Completion of a certification course established by the secretary of state; performing two years of services in election administration during the three years before the certification request; passing an examination on state and federal election laws; and participating in secretary of state approved conferences and workshops.
