Provides that election registration laws must be administered without discrimination except that age requirements must be enforced by election officials. |
Establishes administrative remedies for persons who claim discrimination during election registration. Claimants must first file a written claim of discrimination with the attorney general who must initiate an investigation within thirty days. After exhausting administrative remedies, the claimant may bring an action in superior court which may award damages, costs, and a civil penalty. |
