Provides that if an employer or employer's authorized representative reveals information in an injured worker's claim file regarding a mental health condition or treatment to any person other than an authorized representative, the employer is subject to a civil penalty of one thousand dollars for each occurrence.

Requires the department of labor and industries to ensure that employers and workers are notified of their rights and responsibilities regarding claim files.
