Provides that the standard time for the state is the zone designated by the United States department of transportation for this state, under the uniform time act, as determined by reference to coordinated universal time.

Requires the department of commerce to review impacts the state time zone and daylight saving time have on commerce in the state.

Repeals RCW 1.20.051 (daylight saving time).
