Authorizes retired or disabled school employees who are receiving a retirement allowance under the teachers' retirement system and served as a locally elected official, and their dependents, to enroll in medical and dental plans under the state health care authority, if they apply no later than the end of the open enrollment period for the plan year beginning January 1, 2020.
