Requires cities and counties to implement certain requirements for types of housing in areas designated for residential use and located within one-quarter mile of a school, park, rail station, hospital, community center, or area designated for commercial or mixed use or multifamily housing.

Establishes a state grant program for local planning costs associated with meeting the requirements of this act and other state land use and planning requirements.

Requires urban growth areas to permit urban densities of no less than six dwelling units per acre in areas designated for residential use.

Requires the county auditor to charge a surcharge for each document recorded.

Requires the state's portion of the surcharge to be deposited in the growth management planning and environmental review fund which may only be expended for purposes of the grant program.
