EFFECT:  Removes the good cause limitations on circumstances for which a residential tenant is liable for unlawful detainer. Specifies that such a tenant is liable for unlawful detainer for continuing to occupy the property after a default in the payment of rent and being served a 14-day notice to pay the rent or to surrender the premises "notwithstanding" good cause limitations.
