On page 37, after line 21, insert the following:

"NEW SECTION. Sec. 29. (1) The commissioner for the employment security department shall commence a workgroup of stakeholders, comprised of equal representation of industry and labor, to study the appropriate application of Title 50 on transportation network companies and drivers in this state.

(2) No later than December 1, 2022, and in compliance with RCW 43.01.036, the commissioner must submit a report to the governor and the legislature on findings and suggested changes to state law."

Renumber the remaining sections consecutively and correct any internal references accordingly.
