EFFECT:  Assigns the inventory and analysis of existing and projected housing needs identifying the number of housing units necessary to manage projected growth to the office of financial management instead of the department of commerce, and removes inclusion of moderate to extremely low-income households, emergency housing and shelters, and permanent supportive housing from the inventory and analysis.
