On page 9, beginning on line 5, strike all of section 22 and insert the following:
"NEW SECTION.  Sec. 22. If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act is void."

EFFECT: Removes the severability clause in section 22 and replaces it with a reverse severability clause.
