(1) In the 2022-23 school year, the office of the superintendent of public instruction must distribute COVID-19 stabilization scholarships to each parent whose child is receiving home-based instruction under this chapter. Scholarships shall be in the amount of $260 per qualifying child, and may be claimed by only one parent per qualifying child.
(2) The superintendent of public instruction shall adopt rules to implement the COVID-19 stabilization scholarship program under this section.
(3) All funds appropriated for COVID-19 stabilization scholarships provided in accordance with this section must be appropriated from the Washington opportunity pathways account.
The Washington opportunity pathways account is created in the state treasury. Expenditures from the account may be used only for programs in
