"NEW SECTION. Sec. 1. The legislature finds that there is a behavioral health crisis in communities across our state. In order to improve racial, economic, and social disparities, this crisis must be addressed and requires aggressive and targeted resources directed toward community-led efforts.
Therefore, the legislature intends to transfer an amount no less than $125,000,000 per year into the community reinvestment account for community investments in behavioral health and drug courts.
NEW SECTION. Sec. 2. A new section is added to chapter
43.79 RCW to read as follows:
The community reinvestment account is created in the state treasury. Moneys in the account may be spent only after appropriation. Expenditures from the account may only be made by the health care authority to:
(1) Provide funding, on a per capita basis, to behavioral health administrative services organizations, as defined in RCW
71.24.025, for the purposes of providing substance use disorder treatment, prevention, and recovery services including, but not limited to, diversion, residential treatment, community and peer support services, supported housing and employment, and crisis response; and
(2) Support drug courts, following the distribution method for the criminal justice treatment account created in RCW
71.24.580(5)."
