"NEW SECTION. Sec. 28. Section 16 of this act takes effect only when the federal government does not provide railroad employees with 12 workweeks of leave during any 12-month period."

On page 1, line 2 of the title, after "RCW;" strike the remainder of the title and insert "prescribing penalties; and providing a contingent effective date."

EFFECT: Provides that section 16 of the act does not take effect if the federal government provides railroad employees with 12 workweeks of leave during any 12-month period.
