On page 3, after line 28, insert the following:
"(7) This act shall not take effect until the People's Republic of China reduces its annual greenhouse gas emissions by at least 20 percent below its 2020 levels."
EFFECT: Prohibits the act from going into effect until the People's Republic of China reduces its annual greenhouse gas emissions by at least 20 percent below its 2020 levels.
