On page 2, after line 22, insert the following:
"NEW SECTION.  Sec. 2. An environmental justice assessment may not be used by an agency as the basis for denying any application for a permit or other similar approval."
Renumber the remaining sections consecutively and correct any internal references accordingly.
EFFECT: Provides that an environmental justice assessment may not be used as the basis for denying a permit or other similar approval.
