"NEW SECTION.  Sec. 3. A new section is added to chapter 19.28 RCW to read as follows:
Beginning no later than September 1, 2022, the department of labor and industries must:
(1) Conduct an outreach program to educate employers and electrical trainees about the changes to the requirements for the journey level electrician certification taking effect on July 1, 2023; and
(2) Offer technical assistance to employers and training agents to increase apprenticeship capacity for interested electrical trainees to meet the requirements for the journey level electrician certification taking effect July 1, 2023."
Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the department of labor and industries, rather than the apprenticeship council, to make recommendations to the legislature on potential solutions and incentives to help rural electrical contractors come into compliance with apprenticeship standards.
Requires the department of labor and industries to conduct an outreach program to educate employers and electrical trainees about the changes to the requirements for the journey level electrician certificate of competency taking effect on July 1, 2023, and to offer technical assistance to employers and training agents to increase apprenticeship capacity for interested electrical trainees to meet the new requirements.
