On page 3, after line 30, insert the following:
"(4) The apprenticeship council must expedite consideration of state registration of apprenticeship programs that already have federal approval in an industry if:
(a) The employment security department has identified a labor shortage in that industry; and
(b) Employers in the industry are required to utilize approved apprenticeship programs by a state or local mandate.
(5) The apprenticeship council must annually report to the appropriate committees of the legislature a list of apprenticeship programs that have applied for state approval, whether those applicant apprenticeship programs have been approved or not approved, and the reasons for any denials of approval by the apprenticeship council. The apprenticeship council must provide its first report to the legislature by December 15, 2022."
