On page 4, after line 27, insert the following:

"NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

On page 5, line 2, after "10.120.020;" strike all material through "section" and insert "creating a new section; and declaring an emergency"

EFFECT: Adds an emergency clause.
