WHEREAS, On February 29, 2020, Governor Jay Inslee issued Proclamation 20-05, proclaiming a State of Emergency for all counties throughout the state of Washington as a result of the coronavirus disease 2019 (COVID-19) outbreak in the United States; and
WHEREAS, As a result of the spread of COVID-19 throughout the state of Washington, the Governor exercised his emergency powers under RCW 43.06.220(2) to order the waiver or suspension of certain statutory obligations or limitations that prevented, hindered, or delayed necessary action in coping with the emergency; and
WHEREAS, Under RCW 43.06.220(4), no such order may continue for longer than 30 days without legislative approval to extend; and
WHEREAS, When the legislature is not in session, legislative approval to extend such orders must be given in writing by the majority and minority leaders of the senate and the speaker and minority leader of the house of representatives; and
WHEREAS, Legislative approval to extend the following order to January 16, 2021, was given in writing by the majority and minority leaders of the senate and the speaker and minority leader of the house of representatives: 20-79; and
WHEREAS, Legislative approval to extend the following orders to January 19, 2021, was given in writing by the majority and minority leaders of the senate and the speaker and minority leader of the house of representatives: 20-15, 20-20, 20-23, 20-28, 20-30, 20-31, 20-32, 20-36, 20-41, 20-43, 20-44, 20-45, 20-48, 20-49, 20-51, 20-52, 20-56, 20-59, 20-64, 20-65, 20-66, 20-69, and 20-74; and
WHEREAS, Legislative approval to extend the following orders to January 30, 2021, was given in writing by the majority and minority leaders of the senate and the speaker and minority leader of the house of representatives: 20-82 and 20-84; and
WHEREAS, When the legislature is in session, legislative approval to extend such orders must be given by adoption of a concurrent resolution;
NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That the following orders issued by Governor Jay Inslee in response to the COVID-19 state of emergency are hereby extended until the termination of the state of emergency pursuant to RCW 43.06.210, or until rescinded by gubernatorial or legislative action, whichever occurs first:
Proclamations 20-15, 20-20, 20-23, 20-28, 20-30, 20-31, 20-32, 20-36, 20-41, 20-43, 20-44, 20-45, 20-48, 20-49, 20-51, 20-52, 20-56, 20-59, 20-64, 20-65, 20-66, 20-69, 20-74, 20-79, 20-82, and 20-84.
