EFFECT:   The underlying bill makes a peace officer liable when the officer had the power through reasonable diligence to prevent or aid in preventing an actionable injury but failed to do so. This amendment modifies the bill by requiring the peace officer to have the knowledge, proximity, and ability through reasonable diligence to prevent or aid in preventing an actionable injury from occurring before the peace officer can be held liable for failing to prevent an actionable injury.
