EFFECT:  Permits a regulated entity to collect consumer health data to the extent necessary to provide a product or service that the consumer is obtaining from the regulated entity, in addition to permitting a regulated entity to collect consumer health data to the extent necessary to provide a product or service that the consumer has requested from the regulated entity.
