EFFECT:   Modifies the definition of certain projects or facility upgrades undertaken by emissions-intensive trade-exposed industries that are classified as clean energy product manufacturing facilities by specifying that the projects or upgrades assist in meeting compliance obligations, rather than meeting the entity's compliance obligations, under the Climate Commitment Act.
