On page 2, line 12, after "act." insert "The school district must also provide the student's parent with a paper copy of the parent's guide to special education, created as required under section 2 of this act."

On page 3, line 4, after "(2)" strike "The template" and insert "The office of the superintendent of public instruction shall create a parent's guide to special education for school districts to print and distribute to parents to meet the requirement in section 1(3) and section 3(3) of this act. The guide must include information about: evaluations; individualized education programs; student and parent rights; and dispute resolution. The guide, which must be concise, may include references to more comprehensive resources.

On page 3, line 8, after "(1)" insert "Prior to each individualized education program team meeting, a school district must make available to a student's parent, upon request, a paper copy of the parent's guide to special education, created as required under section 2 of this act.

Renumber the remaining subsection consecutively and correct any internal references accordingly.

On page 3, after line 33, insert the following:

"NEW SECTION. Sec. 5. For each student whose individualized education program includes provision of a specified number of hours of related services, the school district must provide a monthly report, in writing, to the parent of the student each month that indicates the number of hours of each related service that were provided to the student."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: (1) Directs the Office of the Superintendent of Public Instruction to create a concise parent's guide to special education that meets certain requirements, to translate the guide under specified conditions, and to publish the guide on its website.

(2) Requires school districts to provide a student’s parent with a paper copy of the parent's guide to special education at the same time as it notifies the parent that the district has decided to evaluate the student for special education services, and to make a paper copy available to the parent, upon request, prior to each individualized education program team meeting.

(3) Directs, for each student whose individualized education program includes provision of a specified number of hours of related services, the school district to provide a monthly report, in writing, to the parent of the student each month that indicates the number of hours of each related service that were provided to the student.
