EFFECT: Adds an exception to civil liability for publishing personal identifying information by expressly allowing the publication of personal identifying information in compliance with the Fair Credit Reporting Act or Fair Debt Collection Practices Act. Removes extraneous "or" disjunctives from the list of exceptions.
