EFFECT: Expands prioritization of loan awards to include eligible students who are demographically underrepresented or who do not qualify for federally funded student financial aid. Eliminates the requirement that a student meet all of the criteria to be prioritized and instead requires the student meet at least one criteria to be prioritized.
