EFFECT: Removes provisions allowing a city to require: (1) any off-street parking provided for residential uses in a station area to be distributed between market rate units and units designated as affordable housing; and (2) all or a portion of the cost of unbundled parking charges to be included in the monthly rent for units designated as affordable housing.
