On page 1, after line 21, insert the following:

"(2) Candidates shall file their declaration electronically using a system described in RCW 29A.24.040 or by mail pursuant to RCW 29A.24.081. However, between the hours of 4:00 p.m. and 5:00 p.m. on the last day to file declarations of candidacy, candidates may not file their declaration electronically and may instead file in person at their county auditor's office if they were unable to submit a declaration online and provide an attestation that they were unable to submit a declaration online prior to 4:00 p.m. on the last day of candidate filing. County auditors who receive in person declarations of candidacy pursuant to this subsection shall transmit the declaration and filing fee to the appropriate filing officer in accordance with RCW 29A.24.070.
