EFFECT:   Removes language providing that: the cost of investigation and on-site reviews relating to ongoing monitoring of a material change transaction are borne by the parties to the transaction; and the Attorney General may bill the parties and, if the parties fail to pay within 30 days, assess a civil fine of five percent of the billed amount for each day of non-payment.
