EFFECT:   Changes the civil penalty for a violation of notice requirements for material change transactions to up to one percent of the value of the material change transaction, rather than up to 15 percent of the value of the material change transaction at the discretion of the Attorney General. Removes Attorney General discretion to determine the value of the civil penalty amount.
