EFFECT:   Requires the Attorney General, in determining whether a material change transaction fulfills requirements, to consider whether the transaction will increase health care costs for patients greater than the annual medical care index rate. Removes consideration of whether the transaction will reduce or maintain the growth in patient and health plan sponsor costs.
