EFFECT:   Provides that the superior court's review of the final decision of the Attorney General either denying or approving with modifications a material change transaction shall be de novo. Strikes the provision directing courts to only grant relief from the Attorney General's decision upon a basis recognized in the section of state law governing judicial review of agency orders in adjudicative proceedings.
