On page 23, after line 2 of the striking amendment, insert the following:

"NEW SECTION. Sec. 25. The requirements of this act do not apply when a party that is being acquired or purchased through a material change transaction is located in a rural community with a population of less than 25,000 individuals."

Renumber the remaining sections consecutively and correct any internal references accordingly.

On page 23, at the beginning of line 9, strike "25" and insert "26"
