EFFECT: Requires cities to act to modify or repeal, instead of modify or repeal, any existing development regulations that are inconsistent with the new development regulations for station areas no later than the deadlines established in the bill.

Adds a representative of an organization advocating for nonprofit builders of affordable housing to the workgroup created to develop a list of antidisplacement principles and strategies.

Requires any antidisplacement map that a city is using as an alternative to the map being developed by the Department of Commerce to be based on quantifiable data.

Specifies that the off-street parking limits apply to automobile parking instead of vehicle parking.
