| EFFECT: Requires the Health Care Authority (HCA) to contract with the Washington State Institute for Public Policy (WSIPP) to study the long-term effectiveness of the recovery navigator program (RNP) and the law enforcement assisted diversion (LEAD) programs, rather than just the RNP. Provides that reports related to the study are due December 31st in the years 2024, 2026, and 2028, rather than June 30th in the years 2028, 2033, and 2038. Removes the requirement for WSIPP to collaborate with the LEAD National Support Bureau. Permits the HCA, rather than the LEAD National Support Bureau, to supplement the report with additional recommendations. Specifies that the additional recommendations relate to improving the RNP and LEAD programs by enhancing their ability to provide certain alternatives to jail and prosecution in both urban and rural communities. |
