EFFECT: Modifies the term "compelling reason" that triggers a youth homeless shelter to notify the Department of Children, Youth, and Families instead of a parent of the youth's presence at the shelter to specify that these reasons only include: (1) circumstances that indicate that notifying the parent or legal guardian will subject the minor to abuse or neglect; or (2) when a minor is seeking or receiving gender-affirming treatment or reproductive health care services (by removing the specification that the list is non-exhaustive).
