EFFECT: Modifies the definition of "compelling reasons" for a youth shelter or other organization to notify the Department of Children, Youth, and Families instead of a parent of the youth's presence at the shelter to require that the parent has provided permission for the shelter or organization not to notify the parent when a minor is seeking or receiving protected health care services.
