On page 2, after line 26, insert the following:

"(3) Prior to charging tolls on Interstate 5 Columbia River bridges, a proposition to impose the tolls must be submitted to the voters of Clark county at a special election, called for this purpose. The tolls may then be imposed only if approved by a majority of the voters of the district voting on the proposition."
