Strike everything after the enacting clause and insert the following:
"NEW SECTION.  Sec. 1. A new section is added to chapter 42.30 RCW to read as follows:
(1) A public agency that is required by state law to solicit public comment for a statutorily specified period of time, and is required by state law to provide notice that it is soliciting public comment, must specify the first and last date and time by which written public comment may be submitted.
(2) An agency that provides a notice that violates this section is subject to the same fines under the same procedures for the first violation and each subsequent violation as a member of a governing body who attends a meeting of such governing body where action is taken in violation of any provision of this chapter with knowledge of such violation is subject to under RCW 42.30.120, except that no member of the agency shall be personally liable for any violation of this section."

On page 1, line 1 of the title, after "Relating to" strike the remainder of the title and insert "requiring public agencies to provide notice for public comment that includes the first and last date and time by which such public comment must be submitted; and adding a new section to chapter 42.30 RCW."
EFFECT: (1) Requires public agencies to also specify the first date when written public comment may be submitted.
(2) Requires public agencies to also specify the time by which written public comment may be submitted.
(3) Clarifies that the agency's liability for violations of the act takes effect regardless of whether a public meeting occurs. Clarifies that no member of the agency is personally liable for any violations of the act.
