On page 7, after line 25, insert the following:

"NEW SECTION. Sec. 8. A new section is added to chapter 70A.05 RCW to read as follows:

Nothing in this chapter creates any new or additional regulatory authority for any state agency."

EFFECT: Provides that nothing in provisions related to developing and updating a state integrated climate change response strategy creates any new or additional regulatory authority for any state agency.
