On page 20, after line 24, insert the following:

"(7) Compliance with the provisions of this act is voluntary for rural counties as defined in RCW 82.14.370 and counties that abut an international border."

EFFECT: Makes the provisions of the act voluntary for rural counties and counties that abut an international border.
